„Es ist nicht zu wenig Zeit, die wir haben, sondern es ist zu viel Zeit, die wir nicht nutzen.“ Dieser Seneca zugeschriebene Satz wirkt im Kontext der aktuellen Engagementdebatte zugleich provokant und erhellend. Seit Jahren dominiert die Diagnose der Zeitknappheit: Engagement werde aus „Zeitgründen“ beendet und berufliche Anforderungen, Familienarbeit und verdichtete Alltage ließen kaum Spielräume.

Die Ausweitung von Bürokratie als Folge zunehmender Umweltkomplexität scheint nahezu unausweichlich. Aber warum ist das so? Dahinter steht die Vorstellung, dass sich jede Eventualität zentral, rechtssicher und durch entsprechende Regelungen lösen lässt. Auf jede neue Herausforderung wird mit zusätzlichen Vorschriften und Kontrollmechanismen reagiert, die ihrerseits schon bald neuen Regelungsbedarf erzeugen – ein Teufelskreis.
